This action takes a still photograph of everything visible on your monitor - from the application bar at the top to the base taskbar with the Start button in the lower right corner. Have a go at pressing the Shift + PrintScrn buttons now. Albeit nothing seems to happen, the computer did indeed take a screenshot yet you can't see it yet.
